Increases the cap on noneconomic damages in civil bodily injury cases from $350,000 to $500,000, regardless of the number of defendants or actions brought.

Removes the cap on noneconomic damages if a judge and jury find by clear and convincing evidence that the defendant's conduct was reckless, grossly negligent, fraudulent, or intentional/malicious.

Requires courts and juries to specify in verdicts the total compensatory damages, economic loss portion, noneconomic loss portion, and whether defendant conduct met any of the exceptions to the cap.

Prohibits juries from being informed about the noneconomic damages cap and prevents counsel and witnesses from mentioning such limitations to jurors.

Excludes actions under the Governmental Tort Claims Act and wrongful death actions brought pursuant to the Oklahoma Constitution from these provisions.

Becomes effective November 1, 2025, applying to civil actions filed on or after that date.
