Senate Bill 1067 Summary

• Local governmental entities and ambulance service providers may annually submit ambulance service rates to the Insurance Department in the form prescribed by the Insurance Commissioner.

• The Department must establish and maintain a public website database listing all submitted rates by January 1, 2026.

• Minimum reimbursement rates from health insurers to out-of-network ambulance providers shall be based on rates set or approved by local governmental entities as of May 1, 2025, or the lesser of 325% of Medicare/Medicaid published rates or the provider's billed charges if local rates are unavailable.

• Copayments, coinsurance, deductibles, and other cost-sharing amounts for ambulance services cannot exceed the in-network cost-sharing features applicable to the enrollee.

• The Department must submit a report by January 1, 2027, to state leadership, and the reimbursement rate provisions cease unless modified by the Oklahoma Legislature by December 31, 2027.

• Effective date: January 1, 2026.
