Amends 29 O.S. 2021, Section 3-103a to authorize the Oklahoma Wildlife Conservation Commission to issue up to 5 special permits annually for designated species through the Department of Wildlife Conservation.

Permits may be sold through public auction, sealed bid, raffle, or lottery and can be co-branded with the Governor's office.

Requires mountain lion permits and permits for wildlife without an open season to be conducted by raffle rather than auction or sealed bid.

Allows the Department to contract with nonprofit organizations or charitable causes to conduct public auctions for special permits.

Effective date: November 1, 2025.
