SB1074 Summary

• Creates a new commercial harvesting facility license requiring persons to obtain permission from the Oklahoma Department of Agriculture, Food, and Forestry before propagating or holding captive wildlife or domesticated animals hunted for sport, including cervidae, turkey, exotic species, and hybrids.

• Establishes an annual license fee of $300.00 with licenses expiring August 31 each year; requires applicants to prove animals are from sources other than wild Oklahoma stock.

• Authorizes the Secretary of Agriculture and State Veterinarian to inspect facilities at any time upon probable cause of violations, with notice required for routine inspections as determined by rule.

• Amends 29 O.S. 2021, Section 4-106 to remove references to big game licenses and redirect existing commercial hunting area licensees to obtain the new commercial harvesting facility license under the Department of Agriculture instead of the Department of Wildlife Conservation.

• Becomes effective July 1, 2025, with emergency clause allowing immediate effect upon passage and approval.
