SB1092 Summary

• Oklahoma Medical Marijuana Authority must require all indoor medical marijuana commercial growers operating within municipal corporate limits to submit an odor control plan by January 1, 2027, including facility information, odor emissions data, and mitigation practices.

• Businesses receiving three or more odor nuisance complaints within a thirty-day period must submit an odor control plan to the Authority.

• All applicants for medical marijuana commercial grower licenses must submit an odor control plan with their application; renewal applicants must either submit a current plan or provide an affidavit confirming their existing plan remains current.

• Authority shall promulgate rules necessary to implement the odor control plan provisions.

• Act becomes effective November 1, 2025.
