Adds "vintage distilled spirits" to Oklahoma law definitions: unopened, original manufacturer containers not owned by a distillery and unavailable from licensed wholesalers in the state.

Allows unlicensed persons age 21+ to sell vintage distilled spirits if they are fiduciaries, creditors collecting debt, court officials, or private parties selling 24 or fewer packages per year.

Permits mixed beverage licensees to sell spirits in original packages for consumption only in designated club suites and prohibits removal of unconsumed bottles before the suite rental period ends.

Clarifies that vintage distilled spirit sales are exempt from unlicensed alcohol possession and sales prohibitions under Oklahoma Alcoholic Beverage Control Act.

Effective November 1, 2025.
