Requires dental carriers offering coverage plans in Oklahoma to file annual dental loss ratio reports with the Insurance Commissioner beginning June 30, 2027, with initial reports covering calendar years 2024-2026.

Defines "dental loss ratio" to include incurred claims, provider compensation, state and federal taxes, licensing fees, nonprofit community benefit expenditures, fraud reduction amounts, and other related payments under state or federal law.

Mandates the Insurance Commissioner post all submitted reports on a dedicated website page by September 15 each year for public access.

Requires the Insurance Department to evaluate the effectiveness of public information on dental loss ratios and make recommendations regarding continuation or modification of carrier reporting obligations.

Becomes effective November 1, 2025, and codifies new sections 6170.1 and 6170.2 in Title 36 of the Oklahoma Statutes.
