Reduces the certification threshold for individual sewage disposal system installation contractors from more than ten systems to one system per calendar year.

Requires persons installing individual sewage disposal systems to obtain certification from the Department of Environmental Quality before July 1, 2002.

Directs the Environmental Quality Board to promulgate rules establishing minimum certification requirements, penalty assessment procedures, suspension and revocation procedures, and annual certification fees.

Authorizes the Department of Environmental Quality to assess administrative penalties and revoke, suspend, or deny renewal of certifications for violations after notice and opportunity for hearing.

Becomes effective November 1, 2025.
