• Requires persons collecting signatures for initiative and referendum petitions to be registered voters in Oklahoma and display a conspicuous notice indicating whether they are being paid and by whom.

• Establishes signature collection deadlines of 90 days for both initiative and referendum petitions, with the Secretary of State setting the start date between 15-30 days after all legal appeals and protests are resolved.

• Requires each elector signing a petition to print their name, birth date, and address associated with their Oklahoma voter registration record.

• Allows proponents to terminate circulation early by certifying to the Secretary of State that all signed petitions have been filed and no more will be circulated.

• Becomes effective November 1, 2025.
