Amends Oklahoma plumbing license law to clarify definitions of various plumber types, including residential and unlimited journeyman plumbers and contractors, and adds new term "Variance and Appeals Board."

Establishes qualification requirements for residential and unlimited journeyman plumber examinations, including minimum age (18 years), experience hours (3 years with licensed contractor or equivalent alternatives), and educational program options.

Sets qualification requirements for residential and unlimited plumbing contractor examinations, requiring minimum 1 year experience as licensed journeyman plumber plus additional education or military service equivalents totaling 4,000+ hours.

Allows unlimited journeyman plumber and residential journeyman plumber licenses to be issued for 3 years instead of the standard 1-year duration, with expiration on the last day of the licensee's birth month.

Becomes effective November 1, 2025.
