Appropriates $3,976,979,896.00 total in state school aid and programs for fiscal year ending June 30, 2026, including $3,120,730,927.00 for local and state-supported financial support of public schools and $838,103,603.00 for employee health benefits, textbooks, assessments, and various education initiatives.

Requires State Board of Education to budget all funds in four categories: payroll/salaries ($22,627,959.00), professional services contracts ($33,645,498.00), other operating funds ($3,927,205,809.00), and federal funds ($634,934,710.00), with development of outcome-based performance measures.

Transfers $3,250,000.00 each to the School Consolidation Assistance Fund and Teachers' Retirement System Dedicated Revenue Revolving Fund from designated appropriations.

Restricts Early Intervention funding to direct services only and prohibits State Department of Education from contracting for administrative cost recovery personnel, accounting, or indirect costs that do not comply with statutory requirements.

Becomes effective July 1, 2025, and declares an emergency to take effect immediately upon passage and approval.
