Allocates $100,031,677.00 from Enrolled House Bill No. 2766 for program growth and to replace funding lost due to reduced federal matching dollars.

Authorizes the Administrator of the Oklahoma Health Care Authority to set duties and compensation for employees not otherwise prescribed by law.

Permits the Authority to pay professional expenses for the Administrator and full-time employees including dues, licenses, memberships, continuing education, and medical malpractice insurance.

Authorizes transfers between the Authority's federal and revolving funds for cash management, and transfers from designated funds to satisfy Supplemental Hospital Offset Payment Program Act claims.

Allows the Administrator to request exemption of unanticipated federal funds awarded after July 1, 2025, from expenditure and budgetary limitations, and permits early tax collection transfers to address cash-flow problems.
