Amends Oklahoma's initiative and referendum petition law (34 O.S. 2021, Section 8) to change the vote threshold calculation for signature requirements from "the state office receiving the highest number of votes cast" to specifically "Governor" at the last general election

Limits signatures from any single county to no more than 5% of the total required signatures for both initiative and referendum petitions

Updates statutory language by changing "attorneys fees" to "attorney fees" and clarifying references from "this act" to "this section and Section 4 of this title"

Effective date: November 1, 2025
