Authorizes state agencies to file claims against multiple allotment items within funds by indicating the specific accounts to be charged on the claim or payroll.

Requires the Director to approve and charge claims to the indicated accounts after proper audit.

Authorizes payroll systems for use in claiming amounts due to individual state employees, with each payroll record showing total earnings, withholdings by type, and net amount due.

Declares an emergency, making the act effective immediately upon passage and approval.
