Changes the Director of the Office of Management and Enterprise Services from being "authorized to" to "shall" prescribe forms and electronic systems for processing state agency claims and payrolls.

Allows state agencies to file claims against multiple allotment items within funds by indicating the accounts to be charged on the claim or payroll.

Requires payroll records to display total earnings, withholding amounts by type, and net amount due each employee.

Authorizes the Director to reserve withholdings and pay them to proper entities through lump sum payments.

Declares an emergency, making the act effective immediately upon passage and approval.
