Amends 62 O.S. 2021, Section 34.67 to change the Director of the Office of Management and Enterprise Services from being "authorized to" to being required to "shall prescribe" forms and electronic systems for processing claims and payroll across state agencies.

Permits state agencies to file claims against multiple allotment items within funds by designating the specific accounts to be charged on the claim or payroll document.

Requires payroll records to display total earnings, each type of withholding amount, and net amount due to each employee, with the Director authorized to reserve withholdings for lump sum payments to proper entities.

Declares an emergency provision allowing the act to take effect immediately upon passage and approval rather than waiting for the standard effective date.
