Changes the Director of the Office of Management and Enterprise Services authority from "authorized to" to "shall" prescribe forms and electronic systems for state agencies to process claims and payroll.

Allows state agencies to file claims against multiple items within current allotments by indicating the account(s) to be charged on the claim or payroll document.

Director must approve and charge claims to designated accounts after proper audit of the claim or payroll.

Authorizes payroll systems for individual employee claims, requiring payroll records to display total earnings, withholding amounts by type, and net amount due each employee.

Declares an emergency and makes the act effective immediately upon passage and approval.
