Appropriates $7,929,596.45 from the Statewide Recovery Fund to the Department of Mental Health and Substance Abuse Services to expand the Tulsa Center for Behavioral Health infrastructure and increase capacity.

Reappropriates and redesigns $66,500,000 of an original $87,000,000 appropriation from Enrolled House Bill No. 1013 to purchase and renovate a replacement facility for Griffin Memorial Hospital instead of constructing a new one.

Requires the Griffin Memorial Hospital replacement facility to be located within a thirty-mile radius of the State Capitol Building and mandates retention of a third-party construction manager with behavioral health hospital experience.

Funds must be utilized consistent with recommendations adopted by the Joint Committee on Pandemic Relief Funding on May 12, 2025.

Declares an emergency and takes effect immediately upon passage and approval.
