Transfer all Hugo Lake Park properties held in fee title, lease, or otherwise to the Oklahoma Tourism and Recreation Department by January 1, 2026, including land interests, real estate options, and real estate contracts.

Department shall establish appropriate funds and accounts, including a revolving fund through the Office of Management and Enterprise Services, for fiscal operations of the park under direct Department supervision and control.

Department is exempt from liability for Governmental Tort Claims Act claims and other actions accrued prior to January 1, 2026, and from claims arising from construction begun before that date at Hugo Lake Park.

Department succeeds to all contractual rights and responsibilities of previous Hugo Lake Park operators, including rent payments and agreements with nonprofit organizations; may enter management service contracts renewable at Department option but not exceeding 50 cumulative years.

Department shall promulgate rules necessary for the property transfer, with the act becoming effective November 1, 2025.
