Amends Oklahoma's State-Tribal Gaming Act to allow tribes to operate "sports pools," defined as in-person and mobile device wagering on sporting events and other events (excluding animal races).

Establishes a tiered fee structure for sports pool revenues: 5% on first $5 million monthly net win, 6% on next $5 million, and 7% on all revenue above $10 million per calendar year.

Requires tribes to submit executed Gaming Compact Supplements to the U.S. Department of Interior for approval and Federal Register publication before operating sports pools.

Directs first $20,833.33 of monthly fees to the Department of Mental Health and Substance Abuse Services for compulsive gambling treatment and education; remaining 88% to Education Reform Revolving Fund, and 12% to General Revenue Fund.

Bill takes effect November 1, 2025, and does not permit sports pools operation by organization licensees or additional electronic gaming by non-tribal entities in Oklahoma.
