Changes the program name from "Oklahoma Aircraft Engine Testing Development Grant Program" to "Oklahoma Aircraft and Rocket Engine Testing Development Grant Program" to include rocket engine testing.

Expands the grant program's purpose to include developing aircraft or rocket engine testing infrastructure and enhancing the "aviation, aerospace, and space propulsion industry" of Oklahoma.

Renames the revolving fund from "Oklahoma Aircraft Engine Testing Development Grant Program Revolving Fund" to "Oklahoma Aircraft and Rocket Engine Testing Development Grant Program Revolving Fund".

Maintains existing grant requirements including 40% matching funds, airline or industry support letters, and quarterly reporting by awardees.

Becomes effective July 1, 2025, with an emergency clause allowing immediate effect upon passage and approval.
