Creates the "Oklahoma State Penitentiary Prison Rodeo Revolving Fund" as a continuing fund in the State Treasury to be codified as Section 559.1 of Title 57.

Fund shall consist of legislative appropriations for constructing, repairing, improving, upgrading, and rehabilitating the Oklahoma State Penitentiary prison rodeo arena to create prison program opportunities and promote economic development.

Appropriates $8,300,000 from the General Revenue Fund to the Department of Corrections for transfer to the revolving fund for fiscal year ending June 30, 2023.

Expenditures from the fund shall be made upon warrants issued by the State Treasurer with approval from the Director of the Office of Management and Enterprise Services.

Effective date is July 1, 2025, with an emergency clause allowing the act to take effect immediately upon passage and approval.
