• Authorizes service of process by electronic mail as an alternative method when a court orders it or after three unsuccessful attempts at personal delivery, with service deemed complete upon receipt of electronic transmission and mailing by certified mail.

• Requires electronic service notification to include a hyperlink to a secure application that tracks whether emails were received, opened, or bounced back, and allows defendants to accept service by electronically signing an acknowledgement or decline service.

• Establishes that service by electronic means is not valid for default judgment unless the record contains evidence of acceptance or returned email showing refusal, with 10 days' notice required before default entry if service is refused.

• Requires proof of electronic service to be filed in court, including the date of transmission, receipt or rejection status, and a copy of the return receipt electronic mail, with court clerk notification to plaintiff's attorney within three days of receipt.

• Makes language gender neutral throughout the statute and becomes effective November 1, 2025.
