Senate Bill No. 140 Summary

• Allocates $1,000,000 from appropriated funds to implement the Oklahoma Math Achievement and Proficiency Act focusing on elementary mathematics instruction and student achievement.

• Requires public schools to screen all second through fifth grade students for math proficiency at the beginning, middle, and end of each school year using State Board-approved instruments; screening must also identify students with characteristics of dyscalculia beginning in the 2026-2027 school year.

• Mandates that students not meeting grade-level math targets receive an individualized math intervention plan within 30 days of identification, developed by a student math proficiency team and including research-based instruction in problem-solving skills, procedural fluency, conceptual understanding, and productive dispositions.

• Establishes funding allocations to school districts based on the number of students identified as needing math remediation, with districts receiving more than $2,500 required to spend at least 10% on professional development in scientifically based math research and instruction strategies.

• Creates a Statewide Mathematics Revolving Fund for the Oklahoma State Regents for Higher Education to support teacher training in mathematics education programs and micro-credentials, effective July 1, 2025.
