Oklahoma Senate Bill 141 Summary

• State Board of Education must issue a request for proposals by November 1, 2025, for a statewide student information system meeting specific technical standards including XML, Web services protocols, and Schools Interoperability Framework (SIF) version 4.3 specifications.

• State Board shall procure the statewide student information system by March 1, 2026, with full implementation by July 1, 2027, and all school districts required to use the system beginning July 1, 2027.

• State Department of Education shall provide project management, data conversion assistance, and training to school districts prior to full implementation of the system.

• School districts failing to comply with the statewide student information system requirements shall forfeit State Aid for the time of noncompliance until July 1, 2027.
