Department of Corrections shall establish a five-year pilot program called the "Reentry and Housing Pilot Program" to provide housing access and reduce homelessness among released inmates through evidence-based reentry and treatment services.

Program shall address rural and urban affordable housing development, identify high-risk inmates, create community-based housing programs, develop comprehensive reentry plans for parenting and employment skills, modify substance abuse treatment programs, and build local community partnerships for support services.

Department authorized to enter into public-private partnerships for housing stability and reentry services, and shall contract with a third-party entity to evaluate the program's effectiveness in reducing recidivism with annual reports to the Legislature and Governor.

Creates a "Reentry and Housing Pilot Program Revolving Fund" in the State Treasury funded by appropriations, donations, and grants, with Department authorized to use up to 5% of available funds for administrative costs.

Effective date is November 1, 2025.
