Requires eligible voters to sign an oath stating "Under penalty of perjury in the State of Oklahoma, I do attest that the address listed is my current physical address of residence" before receiving ballots from the precinct clerk.

Allows voters who cannot attest to the required oath to cast a provisional ballot for that day and election only, as authorized by Section 7-116.1.

Requires voters who cast provisional ballots to update their voter registration before they are allowed to vote again.

Mandates that precinct officials provide a change of voter registration form to persons casting provisional ballots.

County election boards must retain precinct registries (including electronic data) for 24 months following each election and make them subject to public inspection.

Becomes effective January 1, 2026.
