Expands Oklahoma Uniform Building Code Commission from 11 to 13 members appointed by the Governor with Senate approval, adding representatives from residential construction, commercial construction, electrical contractors, plumbing contractors, heating/cooling contractors, professional engineers, local regulators, certified building officials, architects, insurance industry, and mechanical engineers.

Reduces the prior service requirement for local-level regulator/inspector members from 15 years to 10 years of experience representing municipalities.

Establishes regional training for building code officials at no cost to state-licensed officials, funded by fees collected under the act, with optional fees for other participants limited to training-related costs.

Requires the Commission to establish a workforce development plan and promulgate rules for implementing the plan to increase the number of available code officials in Oklahoma.

Authorizes the Commission to charge fees of up to $5.00 for issuance and $5.00 for renewal of construction permits, with fees deposited into the Oklahoma Uniform Building Code Commission Revolving Fund and requires electronic reporting to the Governor and Legislature semiannually; effective November 1, 2025.
