Creates the "State Capitol Arch Memorial Statue Revolving Fund" in the State Treasury for the Office of Management and Enterprise Services (OMES)

Fund receives money from private donations, gifts, grants, and other private sources specifically designated for installing and maintaining veteran memorial statues around the State Capitol Arch

Fund is a continuing fund not subject to fiscal year limitations, with all accrued monies automatically appropriated for the stated purpose

OMES may budget and expend fund monies upon warrants issued by the State Treasurer against claims approved by the Director of OMES
