SB 164 Summary

• Authorizes the Oklahoma Lottery Commission to implement sports pools wagering, including both in-person and mobile device betting on sporting events (excluding horse and animal races).

• Establishes licensing criteria for sports pools retailers including financial responsibility, security, integrity, and reputation; prohibits licensing those with relevant criminal convictions, lottery violations, or conflicts of interest.

• Sets licensing fees at 15% of adjusted gross revenues for in-person wagering and an initial $500,000 fee plus $100,000 annually plus 20% of adjusted gross revenues for mobile device wagering.

• Creates the Sports Pools Fund to receive net revenue from sports pools wagering; requires minimum $1,000,000 annual appropriation to the Department of Mental Health and Substance Abuse Services for gambling addiction treatment; remaining funds available for education and administrative costs.

• Repeals the prohibition on Class III gaming (Section 735); becomes effective November 1, 2025.
