SB 171 Summary

• Department of Public Safety shall create and maintain a security plan for the State Capitol Building and grounds, with updates submitted to the State Capitol Preservation Commission every 3 years.

• Replaces the permanent legislative liaison committee with a single Capitol Liaison position appointed by the President Pro Tempore and Speaker to oversee Capitol proposals and serve as primary liaison for building tenants.

• Reorganizes the State Capitol Preservation Commission to 15 voting members with rotating leadership between the Governor, President Pro Tempore, and Speaker, and expands the Commission's oversight duties including approval of restoration projects, security plans, and design standards.

• Transfers primary responsibility for Capitol Building maintenance, preservation, and restoration from the Capitol Repair Expenditure Oversight Committee to the Office of Management and Enterprise Services, which must employ necessary staff including a licensed architect.

• Exempts maintenance, restoration, preservation, enhancement, and modification projects of the State Capitol Building and Governor's Mansion from competitive bidding requirements, allowing selection of contractors qualified by historical preservation experience.
