SB 173 Summary

• Modifies the apportionment of vehicle registration and license fees collected under the Oklahoma Vehicle License and Registration Act, redirecting excess amounts above fiscal year 2015 baseline levels to a new Municipal Improvements for Roads and Bridges Fund starting July 1, 2019.

• Creates the Municipal Improvements for Roads and Bridges Fund as a continuing, non-lapsing revolving fund in the State Treasury beginning fiscal year 2026, funded by vehicle registration fee apportionments.

• Distributes Municipal Improvements for Roads and Bridges Fund monies in equal amounts to Transportation Commission districts for construction or reconstruction of municipal roads and bridges in municipalities based on priority criteria set by the Transportation Commission.

• Allows municipalities to accumulate annual funding for up to five years for specific projects, with the Transportation Commission required to maintain and annually update a five-year construction plan and promulgate rules governing the administration and priority-setting process.

• Becomes effective July 1, 2025, with an emergency declaration for immediate effect.
