• State agencies become responsible for managing their own information technology services effective July 1, 2025, while the Information Services Division maintains all cybersecurity duties for state agencies and political subdivisions.

• The Information Services Division must transfer all data, records, and IT-related information to each agency and provide advisory support as requested; agencies must submit annual electronic reports to the Governor and Chief Information Officer by December 31 detailing IT services status.

• Repeals multiple sections of the Oklahoma State Finance Act and the Information Technology Consolidation and Coordination Act (62 O.S. Sections 34.11.8, 34.12-34.33, and 35.1-35.9).

• Amends county purchasing procedures to reference information technology and telecommunication goods and services procurement through the Information Services Division.

• Declares an emergency, making the act effective immediately upon passage and approval, with the substantive provisions taking effect July 1, 2025.
