Establishes continuing education requirements for child care directors on a two-year cycle.

Grants persons replacing a master teacher a one-year probationary period to fulfill master teacher educational qualifications, with potential extension for one additional year if actively pursuing the goal.

Exempts persons from master teacher educational qualifications if they have at least two years of full-time experience in child care or education, or have obtained at least six credit hours from Oklahoma higher education institutions or technology centers in child care subjects.

Maintains floor space requirements of 35 square feet per infant for facilities opened or expanded before November 1, 2016, and 40 square feet per infant for new construction or previously unlicensed spaces after November 1, 2016.

Becomes effective November 1, 2025.
