Creates the Oklahoma Department of Transportation Educational Assistance Program to provide tuition and fee assistance to eligible students pursuing baccalaureate or master's degrees in engineering, land surveying, or accounting at Oklahoma educational institutions.

Limits assistance to resident tuition, mandatory fees, and academic service fees for no more than 18 credit hours per semester, with undergraduate assistance capped at hours required for a bachelor's degree and graduate assistance capped at hours required for a master's degree.

Requires eligible students to maintain a minimum 2.0 GPA, good academic standing, and commit to working for the Department of Transportation in an eligible profession for 5 years immediately after graduation, or repay all assistance received.

Establishes the Oklahoma Department of Transportation Educational Assistance Revolving Fund to receive repayments and gifts/grants, with the Transportation Commission authorized to establish repayment schedules and grant hardship waivers.

Becomes effective July 1, 2025, with emergency clause allowing immediate enactment upon passage and approval.
