Establishes a grant program administered by the Office of Educational Quality and Accountability to provide grants to individuals with emergency or provisional teaching certificates seeking alternative placement teaching certificates.

School districts submit grant applications on forms prescribed by the Office of Educational Quality and Accountability for their employees holding emergency or provisional certificates.

Grants awarded annually to up to 1,000 individuals on a first-come, first-served basis and may be used for exam preparation, exam fees for subject area competency testing, and a portion of professional education coursework required for certification.

Creates the "Teacher Certification Emergency to Permanency Revolving Fund" in the State Treasury to receive state appropriations and fund the grant program, with expenditures approved by the Director of the Office of Management and Enterprise Services.

Effective date is July 1, 2025, with an emergency clause allowing the act to take effect immediately upon passage and approval.
