Amends Oklahoma's minimum salary schedule for certified school personnel beginning with the 2023-2024 school year, establishing salary ranges based on years of experience and education level (bachelor's through doctorate degrees and national board certification).

Defines "fringe benefits" as retirement benefits excluding specific state contributions and flexible benefit allowances, and requires school districts to notify teachers in writing at least 30 days before implementing retirement benefits that would reduce their total compensation below the minimum salary schedule.

Requires the State Board of Education to allocate funds from public school financial support to school districts that receive either Foundation Aid or Salary Incentive Aid, or receive neither, to implement the salary increases specified in the minimum salary schedule.

Extends salary increase requirements to classroom instructional employees of technology center school districts, correctional teachers and vocational instructors employed by the Department of Corrections, teachers employed by the Office of Juvenile Affairs, and teachers employed by the State Department of Rehabilitation Services.

Becomes effective July 1, 2025, and declares an emergency for immediate implementation.
