School districts and charter schools must submit a complete listing of all school library books and materials to the State Department of Education by October 1, 2025, and annually thereafter, with an option to submit an attestation regarding online catalog accuracy.

Libraries are prohibited from making pornographic materials or sexualized content accessible to students under age 18, with "pornographic" and "sexualized content" defined by standards of patently offensive sexual depictions and excessive sexual material considering the youngest student age.

Each school district and charter school must establish a written policy for reviewing educational suitability and age-appropriateness of library materials and for receiving and responding to complaints about books.

Parents or legal guardians may report suspected violations to the State Department of Education, which must notify the school within 14 business days, conduct an investigation, and provide results to both the complainant and school.

Schools found in noncompliance by the State Board of Education may be designated as deficient on their accreditation report and must receive a 5% reduction in state funding for the fiscal year following the year of noncompliance.
