SB 192 Summary

• Changes the beginning year for State Aid calculations from 2022-2023 to 2026-2027, requiring calculations based on average daily membership from a school district's first nine weeks of the current school year.

• Removes provisions allowing State Aid to be calculated using the higher of two weighted average daily memberships and eliminates special weighting calculations for statewide virtual charter schools.

• Establishes a transitional grant program administered by the State Department of Education to provide grants to school districts experiencing a 5% or greater reduction in State Aid allocations between the 2025-2026 and 2026-2027 school years, subject to funding availability.

• Requires the State Department of Education to submit a report by December 31, 2026, evaluating the financial impact of funding reforms, changes in educational outcomes, and recommendations for further improvements to the State Aid funding formula.

• Effective July 1, 2025, with emergency clause allowing immediate implementation upon passage and approval.
