Expands eligibility for self-funded or self-insured health care plans to participate in Oklahoma's Medicaid premium assistance program beyond employers already participating as of May 1, 2024

Adds interlocal self-funded public trusts formed under Oklahoma law and comprised of local government employers as newly eligible plan types

Requires eligible self-funded plans to be recognized by the Insurance Department (for existing participants) or under oversight of the Office of the Attorney General (for local government trusts)

Plans must cover all essential health benefits, comply with federal laws including ERISA, assess monthly premiums, maintain employer reimbursement rate schedules, and meet actuarial standards set by the Oklahoma Health Care Authority

Declared an emergency measure, taking effect immediately upon passage and approval
