Creates the Taiwan Regional Trade Office as an administrative component of the Oklahoma Department of Commerce to facilitate economic relationships between Oklahoma-based businesses and entities operating regionally in Taiwan.

Office duties include promoting business-to-business trading activity, providing trade opportunity information, facilitating positive government relationships consistent with U.S. foreign policy, conducting training programs, and producing promotional materials for Oklahoma businesses.

Excludes engagement with any authoritarian or totalitarian government whose sovereign powers are exercised through persons not elected by legitimate popular voting.

Requires the office to maintain a physical location in Taipei, Taiwan and coordinate travel and relationship-building activities between Oklahoma and the Taiwan region.

Mandates a cost/benefit analysis by January 1, 2029 to determine estimated net direct state benefits over a three-year period; Department of Commerce must cease office operations if estimated net direct state benefits are not met.
