Amends 26 O.S. 2021, Section 12-116 to specify that special statewide elections called by the Governor or Legislature must be held between 70 and 250 days from the date the election is called.

Amends 34 O.S. 2021, Section 12 to require that initiative and referendum elections be scheduled between 70 and 250 days after the Secretary of State notifies the Governor of a properly filed petition.

Amends 34 O.S. 2021, Section 25 to update language making it gender neutral by changing "his" to "his or her" in reference to the Governor's discretionary power to call special elections.

Declares an emergency so the act takes effect immediately upon passage and approval.
