Oklahoma Math Achievement and Proficiency Act (SB 215) Summary

• Establishes the "Oklahoma Math Achievement and Proficiency Act" requiring all second through fifth grade students to be screened for math proficiency at the beginning, middle, and end of each school year beginning in 2026-2027, with screening instruments approved by the State Board of Education.

• Students exceeding grade-level targets receive advanced learning opportunities; students not meeting targets receive supplemental math instruction including in-school tutoring, after-school/Saturday/summer instruction, and individual math intervention plans developed within 30 days of identification.

• Creates the "Statewide Mathematics Revolving Fund" to support teacher training in scientifically research-based math programs and establish micro-credentials in mathematics for teachers beginning in 2026-2027.

• Requires summer academy programs (minimum 3 consecutive days) for qualifying students in grades two through five, with optional alternatives including private instruction or parent-monitored programs; beginning one year after implementation, requirements may be expanded to first grade and eventually kindergarten.

• Mandates dyscalculia screening for students not meeting grade-level targets beginning in 2026-2027, with policies and qualified screening tools to be adopted by December 31, 2025; requires annual reporting of screening data and outcomes to the Governor and Legislature.
