Defines "cell-cultured meat" (also called lab-grown, cultivated, clean, in vitro, synthetic, or fake meat) as food products developed from animal cell cultures rather than traditional livestock raising and slaughtering, excluding plant-based imitation meat.

Prohibits any person, firm, association, corporation, or entity in Oklahoma from manufacturing cell-cultured meat for sale intended for human consumption.

Applies existing Oklahoma Meat Consumer Protection Act provisions prohibiting misrepresentation of meat products, including false claims about cut, grade, brand, weight, or origin from harvested livestock.

Requires plant-based product packaging to display plant-based source identification in type uniform in size and prominence to the product name to avoid violation of misrepresentation rules.

Authorizes the State Board of Agriculture to promulgate rules necessary to enforce compliance with the Oklahoma Meat Consumer Protection Act, effective November 1, 2025.
