SB 224 Summary

• Creates the Oklahoma Education and Workforce Efficiency Data System (EDS) as a secure system to de-identify, exchange, and match education and workforce data among state agencies for analysis of student outcomes and workforce development.

• Establishes a 9-member Efficiency Data System Governance Council comprised of representatives from the Oklahoma Workforce Commission, higher education, career technology education, public instruction, employment security, educational quality and accountability, and regional universities, plus a data privacy expert and public member.

• Requires participating agencies to enter data-sharing agreements by June 30, 2026, with the EDS operational and including critical datasets by June 30, 2027.

• Prohibits collection of personal data including religion, political affiliation, health insurance status, and medical information; prevents direct federal reporting but allows de-identified data use for federal grant compliance.

• Funds the system through state appropriations, federal grants including the Workforce Data Quality Initiative, cost-sharing agreements, and public or private sources; effective July 1, 2025.
