Establishes the School Innovation Grant Program administered by the State Department of Education to provide one-time grants to school districts for implementing educational innovations.

Grant applications must include the proposed innovation, requested funding amount for curriculum/equipment/technology, and metrics to measure success or failure of the innovation.

Applications reviewed on first-come, first-served basis with State Department representatives meeting with applicants before State Board of Education approval or disapproval.

Fund allocations distributed by school district size: 40% to districts with fewer than 1,000 average daily membership (ADM) students, 30% to districts with 1,000-2,500 ADM students, and 30% to districts with 2,500+ ADM students.

Creates the School Innovation Revolving Fund in the State Treasury funded by legislative appropriations, with one-year reporting requirement to state officials on grant recipients, amounts distributed, innovations implemented, and impacts achieved.

Effective July 1, 2025, with emergency clause allowing immediate effect upon passage and approval.
