• Establishes the Oklahoma High Dosage Tutoring Program for grades K-8, providing in-person, subject-specific tutoring in mathematics and English language arts to students at least one-half grade level behind in these subjects.

• Requires tutoring to occur after school hours with a minimum of three one-hour sessions per week per cohort (maximum 5 students) for at least 10 weeks in fall and 12 weeks in spring semester.

• Awards tutors bonuses of $1,600 per cohort per semester and $1,000 for each grade level increase students achieve within one academic year.

• Prioritizes participation for school districts federally designated for targeted or comprehensive support and improvement under the Every Student Succeeds Act, approved on first-come, first-served basis.

• Creates the Teacher Empowerment Revolving Fund to provide salary stipends for advanced ($3,000), lead ($5,000), and master ($10,000) teacher certificates; becomes effective July 1, 2025.
