Amends 69 O.S. 2021, Section 1913 to modify the Rural Economic Transportation Reliability and Optimization Fund, lowering the population threshold for eligible counties from 75,000 to 50,000.

Fund monies must be used for construction, repair, and maintenance of state highways in rural counties experiencing traffic safety difficulties from significant, unanticipated increases in traffic volumes due to robust economic development.

State Board of Equalization must annually examine funding levels in February to ensure appropriations enhance rather than supplant existing state transportation funding, with corrective action required if supplantation occurs.

Appropriates $200,000,000 from the General Revenue Fund for fiscal year ending June 30, 2026, with Department of Transportation limited to using up to 50% of total project costs per improvement project.

Effective July 1, 2025, with emergency clause allowing immediate implementation upon passage and approval.
