Establishes the School of American Civic Thought and Leadership at the University of Oklahoma to educate students in American political principles, leadership, citizenship, and Western civilization with emphasis on viewpoint diversity.

School authorized to enroll students, hire tenure-track and non-tenured faculty, develop undergraduate and graduate programs, offer courses including a mandatory American institutions course, and facilitate internships and events.

Creates a six-member advisory board comprised of Board of Regents members appointed by December 31, 2025, with the Provost serving as chair; advisory board to conduct national director search by March 31, 2026, with Provost making final appointment from finalist list.

Director reports to Provost, makes all faculty and staff hiring decisions except own appointment, and must provide annual strategic plans by March 1 each year beginning 2027; school faculty eligible for tenure without joint appointment in other university divisions.

Appropriates $5,000,000 from the General Revenue Fund for fiscal year ending June 30, 2023, for school implementation; bill effective July 1, 2025, with emergency declaration.
