Prohibits the land application, spreading, sale, and distribution of sewage sludge, biosolids, septage, and compost materials containing these substances in Oklahoma, with exceptions for lined landfill disposal and certain food/agricultural residuals.

Exempts agricultural products derived from food processing, brewing, fermenting, or distilling from the prohibition if not cultivated in soil previously treated with biosolids and not mixed with wastewater treatment plant sludge or septage.

Assigns enforcement jurisdiction to the Department of Environmental Quality for land application and spreading, and to the Oklahoma Department of Agriculture, Food, and Forestry for agricultural materials, with both departments required to enter a memorandum of understanding.

Requires the Department of Environmental Quality to submit a report to the legislature by February 1, 2026, assessing capacity at treatment facilities and developing a long-term plan to prohibit septage land application.

Directs the Oklahoma Department of Agriculture, Food, and Forestry to develop removal, remediation, and recovery plans for agricultural producers impacted by PFAS contamination and submit cost reports to the legislature for inclusion in appropriations bills.
